Frank Mutembe’s military career was, for years, obstructed by the treacherous assassin General James Kabarebe. Treacherous assassin Gen James Kabarebe went as far as feeding intelligence to his criminal boss, Paul Kagame, alleging that Frank Mutembe was loyal to Lt Gen Kayumba Nyamwasa. Although Mutembe was spared due to his distant family ties with Kagame, he was sidelined for years. However, Gen James Kabarebe and his side boy – death merchant Maj Gen Jack Nziza, were determined to have Frank Mutembe’s head served on a plate.
After spending a long period on the sidelines, he was recalled in 2020 to command the 307 Brigade. He was subsequently promoted to the rank of Brigadier General on 11 July 2020 and later appointed Commander of the Task Force Division on 30 August 2023. On the evening of Sunday, 27 July 2025, he was informed of his removal from the army, and by the following evening, 28 July 2025, he was officially dismissed under the guise of retirement.
