Elodie Shami, recently appointed as the director of Jeannette Kagame’s money laundering NGO, Imbuto Foundation, comes from Rwanda’s National Intelligence and Security Services (NISS).
Before assuming this role, she worked as a NISS operative at Rwanda’s Embassy in the USA, where her activities were far from ordinary diplomatic duties.
During her time in the USA, Elodie Shami was known for her aggressive use of various pseudonymous social media accounts, including one under the name Nancy Umurungi. This was part of a broader strategy to influence and monitor Rwandans diaspora – USA.
Elodie Shami’s operations were not only limited to social media; they extended to numerous subversive intelligence activities aimed at controlling and manipulating Rwandans living abroad.
Her primary role involved infiltrating Rwandan communities in the USA with the assistance of Rwanda regime’s diaspora association, profiling individual Rwandans living in USA, and gathering intelligence.
Shami’s background in these covert operations were heavily influenced by her mentor, Maj Gen Vincent Nyakarundi, who was then a Colonel and Rwanda’s military attaché in the USA. Under his guidance, she honed her skills in intelligence work, focusing particularly on activities against the Rwandans diaspora – USA.
It is essential not to be deceived by her angelic appearance; Elodie Shami is recognized as one of the more notorious operatives within NISS. Her appointment as the director of Jeannette Kagame’s money laundering Imbuto Foundation was no accident. It was a decision made through a well-vetted process, undoubtedly recognizing her capabilities and experience in intelligence operations.
Jeannette Kagame’s choice to appoint Shami to this influential position within money laundering Imbuto Foundation indicates a strategic move rather than a mere administrative decision. Shami’s past and her skills in intelligence work suggest that her role at the foundation might extend beyond its publicly stated humanitarian objectives.
This appointment illustrates intersection between Jeannette Kagame’s Imbuto Foundation and state intelligence operations, especially in the context of Criminal Paul Kagame’s authoritarianism.
