This madness is strange in conventional Diplomacy.

Look at the format of the letter! Which type of communication is this? It’s not a Memorandum format, not a letter, …
The format is closer to NOTE VERBALE..
I do not know of any type of Diplomatic correspondence that comes in this format. Crazy junta!!!
