For the uninitiated, Gen. Kainerugaba’s elevation to this esteemed role on March 21, 2024, may appear as a fresh appointment. However, those well-versed in the dynamics of Ugandan politics recognize this development as the formal acknowledgment of a reality that has been in place since 2008. It was then that Kainerugaba, assuming the mantle of commander of the Special Forces Command (SFC), became the de-facto CDF, steering the course of Uganda’s military strategy and operations.
