All taxes collected in territories under their control, proceeds from mineral sales, and other financial transactions linked to the AFC/M23, the pseudonym used by Paul Kagame’s Rwandan Defence Force (RDF) for its mineral-extraction war in the DRC, are channelled through Criminal Kagame’s own financial institution, the Bank of Kigali, where they are laundered and used to manage the liquidity of this terrorist organization.

In short, AFC/M23 uses the Bank of Kigali for its banking activities, a bank that is exclusively owned by AFC/M23’s founder, Criminal Paul Kagame.

The Bank of Kigali is currently led by Diane Karusisi, sister of Major General Ruki Karusisi, Criminal Paul Kagame’s former Special Forces commander. Major General Ruki Karusisi has since been sidelined and effectively dismissed after demonstrating gross incompetence while commanding Special Forces operations during the ongoing conflict over the DRC’s mineral resources.
