Criminal Paul Kagame: A Dictator Who Hates Democracy, Free Speech, and Peace

By: Robert Patrick Fati Gakwerere

Criminal Paul Kagame, the long-time ruler of Rwanda, presides over one of the most repressive regimes in Africa. For more than three decades, he has maintained absolute power through systematic violence, widespread intimidation, and the ruthless elimination of any form of opposition. Far from being a visionary leader who rebuilt Rwanda after the 1994 genocide, Kagame is widely accused of being a war criminal whose regime is responsible for mass atrocities, transnational assassinations, torture, forced disappearances, and the fuelling of deadly conflict in the Democratic Republic of Congo (DRC). His rule is built on fear, lies, and plunder.

A Bloody Path to Absolute Power

Criminal Paul Kagame’s ascent began during the Rwanda’s Tutsi Genocide, where he led the Rwanda Patriotic Army (RPA). Numerous investigations have documented that Criminal Paul Kagame has committed patterns of killings in Rwanda, resulting in tens of thousands of civilian deaths. These patterns of impunity define his regime for the past three decades. Extrajudicial executions, enforced disappearances, and torture are standard tools for consolidating control of his brutal authoritarian regime. By 2000, having fully consolidated power, Kagame had transformed Rwanda into a tightly controlled security state in which dissent was treated as an existential threat. The narrative of post-genocide reconciliation was repeatedly invoked to legitimise the suppression of political pluralism and the silencing of critical voices.

Democracy Reduced to a Sham

Under Criminal Paul Kagame, elections are carefully stage-managed spectacles designed to give the illusion of popular support while ensuring no real challenge is possible. Opposition politicians are routinely arrested on fabricated charges, disqualified from running, or forced into exile. Prominent figures who dared to stand against him have faced years in prison on trumped-up accusations. Political parties that are not aligned with the ruling RPF are either banned, co-opted, or rendered irrelevant. The legal framework itself has been weaponized against democracy. Vague laws criminalizing “genocide ideology,” “divisionism,” and “insulting the president” are used to jail anyone who questions Kagame’s authority. The result is a one-party state masquerading as a multi-party democracy, where real political competition has been completely eradicated.

The War on Free Speech and Truth

Criminal Paul Kagame’s hatred of free expression is absolute. Independent journalism has been systematically destroyed. Critical media outlets have been shut down, journalists have been arrested, beaten, disappeared, or murdered. Those who survive often flee into exile, where they continue to face threats and assassination attempts. The regime extends its repression beyond Rwanda’s borders through a well-documented campaign of transnational repression. Dissidents living abroad have been tracked, harassed, poisoned, shot, or strangled in multiple countries. These extraterritorial killings send a chilling message, no one is safe from Kagame’s reach, no matter where they live. Inside Rwanda, ordinary citizens practice extreme self-censorship. Even private conversations can lead to arrest if reported by informers. Social media users who post critical messages, especially during election periods, face long prison sentences. The climate of terror ensures that truth-tellers are isolated, frightened, and silenced.

Architect of Regional War and Plunder

Criminal Paul Kagame’s most devastating impact extends far beyond Rwanda’s borders, particularly into eastern Democratic Republic of Congo. For decades, Rwanda has been repeatedly accused of supporting, arming, and directing armed groups in the DRC, most notably the M23 rebellion. These operations have resulted in millions of deaths, mass displacement, widespread rape, and the systematic looting of Congolese minerals. The mineral wealth extracted from Congo is trafficked through Rwanda, generating enormous illicit revenue that helps sustain Kagame’s regime and enrich its inner circle. Despite numerous international reports documenting Rwanda’s role in these atrocities, Kagame continues to deny responsibility while the killing, rape, and plunder go on.This aggression has made genuine peace in the Great Lakes region impossible. Every attempted ceasefire or peace agreement has been undermined by continued Rwanda’s military involvement and support for proxy forces. Criminal Paul Kagame’s actions have turned eastern DRC into a permanent war zone, ensuring that neither democracy nor peace can take root.

A Legacy Written in Blood

Criminal Paul Kagame rules through terror, lies, and violence. He has turned Rwanda into a prison where democracy is mocked, free speech is punished with death or disappearance, and regional peace is deliberately destroyed for personal and regime enrichment. His propaganda machine continues to sell the image of a stable, developing nation, but beneath the surface lies a regime built on mass graves, secret detention centres, and the suffering of millions across borders. Until Kagame’s grip on power is broken and those responsible for decades of atrocities are held accountable, neither Rwanda nor the wider Great Lakes region will know genuine freedom, justice, or peace.
