Criminal Paul Kagame has just appointed a new Prime Minister, Justin Nsengiyumva, a long-serving external intelligence operative. Nsengiyumva is a highly skilled agent who successfully infiltrated the heart of Rwanda’s opposition in the diaspora. With support from Rwanda’s external intelligence services, he travelled to the United Kingdom via Uganda, claimed asylum under false pretences, and secured refugee status. Eventually, he acquired UK citizenship and rose to prominence within the Rwanda National Congress (RNC), using this platform to spy on opposition organisations within the P5 coalition.

Justin Nsengiyumva embodied everything Rwanda’s opposition was blind to, an apparent refugee with a compelling Hutu background from the northern region of Musanze (formerly Ruhengeri), which helped him bypass the usual suspicion that characterises Rwanda’s opposition circles. Despite the fact that it was widely known he had previously served as a Permanent Secretary in Rwanda’s Ministry of Education, held other strategic positions, and, while in the UK, continued to receive rental income from his properties in Rwanda, these facts were overlooked due to his ethnic background and regional origin. Within the RNC, Nsengiyumva positioned himself as a strategic insider, gaining access to confidential operational information.
Once Rwanda’s intelligence services had successfully dismantled the RNC and significantly weakened the P5 coalition, Nsengiyumva was recalled to Kigali. On 25 February 2025, he was rewarded with the position of Deputy Governor of the National Bank of Rwanda, an appointment that stunned his former opposition colleagues. Now, on the evening of 23 July 2025, Criminal Paul Kagame has gone a step further, appointing his loyal intelligence operative as the new Prime Minister of Rwanda.
Justin Nsengiyumva’s career has been marked by betrayal, manipulation, and surveillance. Known for reporting colleagues, spreading rumours, and undermining those around him, his actions have led to the destruction of careers and lives alike. His ascent to the prime ministership is yet another illustration of how Kagame rewards loyalty, deception, and ruthless service to the regime.
