The U.S. Senate has identified M23 as a proxy force of the Rwandan government, citing extensive evidence from UN Group of Experts reports, satellite imagery, and eyewitness testimonies that directly link Kagame’s regime to M23’s operations in eastern DRC. The Senate is now awaiting confirmation from the U.S. Secretary of State to formally designate Rwanda as a state sponsor of terrorism.
If confirmed, this designation could trigger serious repercussions, including international sanctions, suspension of military and financial aid, and Rwanda’s diplomatic isolation. It would deliver a major blow to Kagame’s brutal dictatorship and dismantle the carefully manufactured public relations image built on deception. It would also put an end to the long-standing strategic protection Kagame has enjoyed from U.S. circles. Furthermore, his international money laundering networks may come under intense scrutiny, investigation, and legal action. Ultimately, this designation could trigger and pave the way for the International Criminal Court (ICC) to issue long-overdue sanctions against Criminal Paul Kagame.
Since 5th August 2025 until today, 8th August 2025, Rwanda’s ruthless dictator has been in France for covert meetings with President Macron and other contacts. The purpose of this trip is the looming possibility of M23 being designated as a terrorist organisation by the USA. The dictator is in panic mode.
