1) Major General Mubarakh Muganga prompted to Lieutenant General and appointed Army Chief Of Staff. Mubarakh Muganga was the Commander of the 1st Division.

2) Lieutenant General Jean Jacques Mupenzi appointed Airforce Chief of Staff. He has been Army Chief Of Staff before being deployed to head the Airforce. Lieutenant General Jean Jacques Mupenzi is a distant cousin to criminal Paul Kagame.

3) Major General Emmanuel Bayingana has been appointed the Permanent Secretary in Ministry of Defence. He has been the Airforce Chief of Staff, and now he has been deployed at the ministry of Defence as a permanent secretary.

These are the usual silly rotations by criminal Paul Kagame, there is nothing new. His military reshuffles are always influenced by his paranoia.
