In 1989 during an RPF/A meeting in Muyenga Tank Hill, Kampala, Major Peter Bayingana noted, “Paul Kagame isn’t physically and mentally fit to lead any organisation, anything or command a military section. His a mental case with an art of lying and intrigues.”
Major Dr Peter Bayingana said these words in reaction to rumour that Major Paul Kagame was spreading among Rwandan military officers within NRA. Diabolic character assassination rumour mongering against Major Dr Peter Bayingana; intelligence Officer Major Paul Kagame was telling whoever Munyarwanda he would talk to that Maj Dr Peter Bayingana was undermining Gen Fred Rwigema and had deep seated ambitions of leading the newly born organisation, RPF/A, and which wasn’t true. On that Saturday evening, 1989, at a house in Muyenga Tank Hill – Kampala, in the presence of senior RPF/A members, that included Afande Fred Rwigema, and some are still alive, a soft spoken Major Dr Peter Bayingana stood up and addressed this rumour. Maj Dr Peter Bayingana told Major Paul Kagame in his eyes to stop his acidic lies, and he concluded his long presentation with these words, “Paul Kagame isn’t physically and mentally fit to lead any organisation, anything or command a military section. His a mental case with an art of lying and intrigues.”
And in 1990, Major Dr Peter Bayingana met his brutal fate in a movie style assassination that was planned, orchestrated and commandeered by Major Paul Kagame for merely having a reservation on mental status of Major Paul Kagame to lead anything.

Before his brutal assassination, Maj Dr Peter Bayingana was deputy to Gen Fred Rwigema in the Rwanda Patriotic Army. Gen Fred Rwigema and his deputy Maj Dr Peter Bayingana were brutally eliminated by Major Paul Kagame and his clique of assassins.
