DRC: The USA, Belgium, France and the United Kingdom have condemned RDF – M23 offensive describing M23 as an “illegal armed group sanctioned by the United Nations.” And they denounce any external support for this movement.

The United States and the special envoys of Belgium, France and the United Kingdom for the Great Lakes region condemned in the strongest term the continued military offensive of RDF-M23 in the Democratic Republic of Congo (DRC).  They described M23 as an illegal armed group sanctioned by the United Nations. In a statement released today, Friday, 18th November 2022, they note that, “the resumption of violence since 20th October, particularly in the towns of Rutshuru, Kiwanja, Rumangabo and Kibumba and their surroundings, undermines peace efforts and has led to increased insecurity as well as great human suffering”.

They call on the M23 to withdraw immediately, to put an end to any military activities violating international law and to cease hostilities.

“We reaffirm our support for regional diplomatic efforts, including the Nairobi and Luanda processes, which promote de-escalation and create conditions for lasting peace in the DRC. We encourage the resumption of dialogue through these mechanisms and encourage Congolese non-state armed groups to participate in the Nairobi peace process. All support for non-state armed actors must end, including external support for M23,” it said in a statement.

And to add: “We call on the countries of the region to do everything in their powers to demand an immediate cessation of hostilities and an immediate resumption of consultations on concrete steps to reduce the current tensions. We reaffirm our attachment to the sovereignty and territorial integrity of the countries of the Great Lakes region”.

Also today, Friday, the EAC facilitator Uhuru Kenyatta said in a statement that he had agreed with Paul Kagame on the need for a ceasefire and that he “agreed to assist the EAC in urging” the M23 to a ceasefire.
